ARB Process…

The ARC review process has been designed to facilitate the homeowners of Pablo Bay compliance with the ARC standards when maintaining or improving their residences. This outline will also aid homeowners in the completion and submission of their ARC requests.
Process:

  1. Obtain an ARC application from the link below or call TPAM (850-583-1173)
  2. Fill out the application completely
  3. a. Attach color examples, plans, survey, etc. as necessary
  4. Sign the application (all owners/co-owners) to signify that you are following the ARC guidelines (current edition can be found on the Pablo Bay website)
  5. Submit completed application to: TPAM 100 State Road 13 North, Suite D, Jacksonville FL 32259 or email customerservice@tpam.biz
    a. Work is NOT to begin until the homeowner receives formal notification of compliance and approval by the ARC in a letter from TPAM
    b. Allow sufficient time for the ARC members to review a completed application (a minimum of 2 weeks) prior to the scheduled start date
    c. If work begins prior to receiving approval, the homeowner runs the risk of being asked to make alterations to bring the project into compliance
    d. All requests must be approved or denied within 30 days of receiving a COMPLETED application
    e. A complete application is based on the latest received date of all required documents, including any ARC request for supplemental information
  6. TPAM will date stamp the application with the date it received it and assign a tracking number.
  7. TPAM will forward the application and supporting documents to the ARC Chair via email
  8. The ARC Chair will forward the application and supporting documents to the ARC members via email for their review and vote
  9. The application will be reviewed for compliance a. Possible outcomes: approved; deny; suggest modification; or request additional info
  10. If there is a split vote or a request for additional information, the application will be discussed at the next scheduled ARC meeting (currently the first Wednesday of every month)
  11. Formal minutes of the ARC meeting will be generated and forwarded to all ARC members, the HOA President, and TPAM by the ARC Chair
  12. If the request is structural in nature, the ARC has the prerogative of making a site visit
  13. The reviewed application and outcome will be returned to TPAM by the ARC Chair
  14. TPAM will formally notify the homeowner by letter of the outcome.
  15. a. In the event the homeowner wishes to appeal the ARC decision, they must put their appeal in writing and send it to the HOA Board within 14 business days of the homeowner’s receipt of the letter of denial

Thinking of repainting your home a different color. In general earth tones and warm neutral colors are encouraged. Repainting your home the same color does not require an ARB application (since this falls under Maintenance), but any color change requires you submit an ARB application prior to painting.
If you do paint your house without proper application, the HOA has the authority to force you to repaint it. Please follow the application process and submit an ARB application as described above.

With any Deed Restricted community comes the “good and bad” of Rules and Regulations. The Pablo Bay Covenants discuss most of the community rules in conjunction with the Florida Statutes. In general, the rules that are most commonly addressed are:

1) Property Appearance – Dead Lawn and trimming is the biggest issue on this list

2) Architectural Reviews – Fences not meeting covenant standards, driveway painting and other erected structures that don’t meet guidelines.

3) Commons Property – Maintenance Issues (Ponds, Ants, plantings, etc…)

The rules are ultimately here to protect the value of our neighborhood. Most of our rules are enforced by our management company TPAM.

For Sale Signs

Any realty “For Sale” or “For Rent” signs posted on a Pablo Bay lot will have to be the green wooden frame signs. (They are approximately 8”x10″. See picture below.) These signs are typically available from your realtor who is familiar with Pablo Bay rules. If you are selling ‘by owner,’ the signs are available from Giglio Signs, (904) 396-9046 or Sign A Rama (904) 247-4115. All other posted signs on Pablo Bay property will need to be removed or a fine may be assessed and they may be removed by the HOA without permission.

Tree Removal

In general no trees (except dead ones that represent a risk to your home) may be removed from your property without express written consent from the ARB. Prior to considering removal, please read the Jax Citizen Guide for Trees and submit the Tree Removal Request Form.
